It's parts prequel and parts sequel to the events of Hotline Miami 1, but unlike Hotline Miami 1, you could take control of more than one character and learn their side of the story. The basic plot though involves an underground nationalist terrorist organization called 'The 50 Blessings' that deals with assassinating Russian mafia and embassy members.
